Russell Jerry Arend, age 87, of Macclenny, Florida, passed away peacefully on Saturday, July 11, 2026. Born on November 22, 1938, in Baroda, Michigan, he was the son of Norma Christine (Johnson) and Gerald “Jerry” Russell Arend.
Russell earned his master’s degree in criminal justice from Michigan State University in 1960 and began his career as a police officer in Birmingham, Michigan. Drawing on his law enforcement experience, Russell ultimately founded the Institute of Police Technology and Management (IPTM) at the University of North Florida in 1980. As founder and director for more than 25 years, he helped build IPTM into one of the nation's premier law enforcement training organizations. He retired in 2007 and was honored with the title of Director Emeritus. His legacy continues through the thousands of officers trained there.
Russell had a lifelong love of the outdoors and was especially passionate about beagle field trials. For more than 60 years, he devoted countless hours to training and competing with his dogs, ultimately finishing more than 400 Beagle Field Champions, earning him the admiration and respect of fellow Beaglers.
Russell treasured time with his family and took great pride in the accomplishments of his children and grandchildren. 
Russell was preceded in death by his parents. He is survived by his beloved wife of 66 years, Peggy Ann Arend; sons, Randy Arend (Krissa), Rick Arend (Beth), and Lon Arend (Erica); and six cherished grandchildren, Christina (Adam), A.J. (Rae), Scott, Owen, Ben, and Aislinn.
Russell will be laid to rest in Woodlawn Cemetery during a private graveside service. A Celebration of Life will be held at a later date.
